Russian Fencing Federation (FFR) President Ilgar Mammadov has complained that there "is no international law in sport" after complaining that the International Fencing Federation (FIE) are refusing to answer their questions about the neutral status of fencers and support staff from Russia and Belarus.

At the FIE Congress in March, delegates had voted for the re-entry of Russian and Belarusian fencers in March, but their decision was met with a storm of protest, tournament cancellations and a petition signed by some 300 fencers was sent to the FIE and also to International Olympic Committee (IOC) President Thomas Bach.

The Fencing Federation of Ukraine has filed a preliminary appeal against the decision to the Court of Arbitration for Sport (CAS) and are working with Ilyashev & Partners Law Firm on it. 

It calls for the "cancellation of the decisions of the Extraordinary Congress of the International Fencing Federation."

Russian fencers did not participate in the FIE World Cup in Seoul at the end of last month, despite the event being an Olympic qualifier. 

Russian official state media blamed their absence on "bureaucratic problems."

Many Russian fencers have links to the military and, under the criteria proposed by the IOC to allow athletes to return to international competition, would be banned.

Mammadov has now claimed FIE officials are failing to return calls from the FFR about competing in international events.

"The FIE office does not respond to our letters, the release of athletes and specialists has not yet been received," he told Russia's official state news agency TASS.

"Today our colleague from Belarus also called their office, where he was told that they were not authorised to answer these questions.

"Judging by everything, there is no international law in sports anymore, as there are ethical norms of behaviour, if for some reason the FIE office was offended by the FFR, why don't they respond to the Belarusians as well?"

Russian and Belarusian fencers are also set to miss the FIE Men's Foil World Cup in Acapulco in Mexico and the Épée Grand Prix in Cali in Colombia.

"We are definitely missing the next two tournaments," Mammadov told TASS.

"My foreign colleagues from the United States, who were waiting for us in Acapulco, were very surprised that we would not come, and they cannot understand how the FIE office can simply not respond."

The FFR have called on the FIE to strip ranking points from the tournaments where Russian and Belarusian athletes have been prevented from competing.

"Today we sent a corresponding letter to the Russian Ministry of Sports so that these tournaments were removed from the plan," Mammadov announced.

"We do this at the very last moment, but, I hope, the Ministry of Sports understands that we have to wait until it stops in the hope that something will happen after all."
